To provide a technique which enables vegetative food waste materials and rice and wheat having passed a predetermined shelf life to be utilized for a processed food.SOLUTION: The present invention relates to a production method of a fermented composition comprising: a sterilization step (S2) of sterilizing vegetative food waste materials or making them bacteriostatic; a grinding step (S3) of milling the food waste materials into a small particle diameter; and a fermentation step (S5) of using a microbial group including aspergillus. The present invention also relates to the fermented composition obtained in the production method. A steaming step as a preceding step of the fermentation step (S5) is unnecessary.
