The present disclosure provides an outer packaging material for a vacuum thermal insulation material, the outer packaging material having a first gas barrier layer, a second gas barrier layer, and a heat-weldable layer in this order, wherein the first gas barrier layer is an aluminum metal layer having a thickness of 60 nm or more, the second gas barrier layer includes a polycondensate produced from a resin composition containing a polyvinyl alcohol-based resin and an alkoxide, and an intermediate layer is provided between the first gas barrier layer and the second gas barrier layer.
