The present invention addresses the problem of providing water-resistant oil-resistant heat seal paper which has water resistance, oil resistance and heat sealing adequacy, and which is able to be stored for a long period of time. The present invention provides, as a solution, water-resistant oil-resistant heat seal paper which comprises a coating layer that contains a thermoplastic resin, a wax and a pigment on at least one surface of a paper base material.
