An optical-semiconductor-device sealing sheet 10 according to the present invention includes a diffusion layer 1 and an antireflection layer 2. The total light transmittance T1 of the diffusion layer 1 and the total light transmittance T2 of the antireflection layer 2 satisfy T1> T2, and the haze value H1 of the diffusion layer 1 and the haze value H2 of the antireflection layer 2 satisfy H1> H2.
