A vertical seal device in a bag-making and filling machine capable of properly setting values of amplitude of ultrasonic vibration and pressure applied to an overlapping part without trouble in relation to packaging capacity. A vibration generating means 30 for ultrasonic-vibrating a horn 24 for holding the overlapping part 12 b of the cylindrical film 12 a with the anvil 26, and an air cylinder 32 for pressurizing toward the anvil 26 are provided. A touch panel 44 connected to the control means 42 sets a set value of the amplitude of the ultrasonic vibration by the vibration generating means 30 and a set value of the pressure by the air cylinder 32 in accordance with a plurality of packaging speeds, respectively.
