To easily and smoothly wind and stick a tape around an article to be packed only by one hand. The packaging device includes a roll support base that has a support part for supporting a tape roll around which a tape having an adhesive surface is wound, and from which the tape with the adhesive surface facing upward is pulled out from the tape roll. The packaging device includes a packaging base having a placement surface on which the tape pulled out from the tape roll is placed in a posture with the adhesive surface facing upward, and the packaging base on which the tape placed on the placement surface is adhered to a package.
